Regulations on the principles of editorial ethics of the journal
1. Responsibility of the Publisher
- The regulation on the principles of editorial ethics was developed jointly with the editorial offices of all scientific and practical journals
- The principles of editorial ethics are approved and accepted for execution by all editorial offices of scientific and practical journals
- The editorial board of journals is fully responsible for compliance with the principles prescribed in this regulation
- The publishing house can submit for consideration editions of proposals to supplement or change the principles of editorial ethics
2. Rights and responsibilities of the editorial boards
The editorial offices of the journals are fully responsible for any material published in the journals of the Publishing House, except for advertising and information materials, and in this regard, in their work, the editorial boards are responsible for observing the principles of ethics in relation to:
• readers of the journal;
• authors of articles;
• research objects;
• organizations sponsoring research and publications;
• reviewers of publications
Responsibility of editorial offices to readers
- editorial boards guarantee readers that the information published in journals is reliable, unbiased and not biased by the interests of advertisers or other organizations
- editorial offices provide readers with information about the authors of materials published in journals and about the institutions in which the study was conducted
- editorial offices inform readers about the participation of commercial organizations and their role in conducting research or preparing publications and about any other conflicts of interest that may affect the results of research
- editorial boards accept comments and suggestions from readers to improve the quality of journals, comments and suggestions can be published in journals in the «Letter to the Editor» section
- editorial boards consider complaints about materials published in journals received from readers and inform readers about the measures taken
- if necessary, editorial boards publish clarifications and apologies to readers
- if errors are found, the editorial board takes measures to correct or delete them
- editorial boards are obliged to do everything possible to prevent the compromise of intellectual and ethical standards by business interests
- Editorial offices of journals are not responsible for the content of advertising and information materials posted in journals, as they do not participate in the editorial work of the advertising and exhibition activities of the Publishing House
- advertising materials on the pages of magazines are placed in accordance with the advertising policy of the Publisher
Responsibility of editors to authors
- the editorial boards have the right to accept or reject articles for publication in the journal, based on the opinion of the reviewers about the relevance, originality, reliability of the information contained in the article, and its compliance with the subject of the journal and the principles of editorial ethics adopted in the journal
- reviewing is carried out according to the procedure for reviewing articles, adopted in the editorial
- the authors can familiarize themselves with the review procedure on the page of each journal on the Publisher’s website on the Internet
- the editorial conclusion is drawn up in writing and can be provided to the author for review at his request
- members of the editorial board may not be interested in accepting or rejecting an article, if a member of the editorial board abuses his position, this person is suspended from work in the editorial board, and the author is apologized in writing
- articles are accepted only if there are sufficient facts in in favor of acceptance for publication and are rejected only if there are sufficient facts in favor of rejection
- the authors are notified of the reasons for rejecting the articles and give recommendations on correcting the reasons why the article was rejected
- the authors are given the opportunity to appeal the editorial decision regarding the acceptance or rejection of the article, the appeal mechanism is placed on the page of each journal on the Publisher’s website on the Internet
- authors are provided with information about the rules for preparing and submitting articles for publication on the page of each journal on the Publisher’s website
- editorial boards ensure copyright compliance when considering an application for publication
- editorial boards have the right to withdraw an already published article in case of revealing facts that were not known during the review , the mechanism for withdrawing published articles is specified in the publication rules on the journal page on the Publisher’s website on the Internet
Responsibility of editors to the objects of research
- the editorials are guided by the provisions of the Declaration of Helsinki on the ethical principles of medical research, approved by the World Medical Association (WMA) in 1964 and revised at the 64th Congress of the WMA General Assembly in 2013 http://www.wma.net/en/30publications/10policies/b3 /index.html
- the editors check whether the authors have the opinion of the ethical committee on the conduct of the published study
Responsibility of editors to organizations sponsoring research and publications
- editors undertake to publish information about commercial organizations that supported the research or publication
Responsibility of editorial boards to reviewers
- editorial boards provide reviewers with guidelines for drawing up conclusions on publications and a list of questions that the reviewer must answer in the process of reviewing the article
- information about the rules for drawing up reviewers’ conclusions is written in the review procedure published on the journal page on the Publisher’s website on the Internet
- the editors ensure the objectivity and impartiality of the work of reviewers by promptly identifying cases of violations and taking measures to eliminate them
- the editors draw up a conclusion on the acceptance or rejection of the article , based on the opinion of the reviewers
- the editorial offices do not have an open review system, the editorial offices ensure the anonymity of the personalities of the reviewers
- the reviewers are obliged to inform the editorial offices about their conflicts of interest
3. Rights and responsibilities of authors
- by submitting an application for publication of an article in the journal of the Publishing House, the authors confirm that the publication is designed in accordance with the requirements for the design of articles published on the page of the corresponding journal on the website of the Publishing House on the Internet
- the authors must comply with the legislation of the Russian Federation
- the authors must understand that the article may be rejected if the following facts are found:
• the design of the article does not meet the requirements for the design of articles published on the page of the corresponding journal on the Publisher’s website on the Internet
• the author’s refusal to follow the recommendations of the editorial office to eliminate errors in the design of the article
• there is a fact of violation of the principles of the Declaration of Helsinki on the ethical principles of medical research, approved by the World Medical Association
• there is no opinion of the ethical committee on the study, the results of which are contained in the article
• the article contains plagiarism or false data
• the results of the study have already been published in another publication - the authors are required to provide information about the commercial organizations that supported the research or publication for publication in the journal and about any other conflicts of interest that may have an impact on the content of the manuscript
- the authors have the right to appeal the decision of the editors regarding the publication according to the appeal mechanism posted on the page of each journal on the Publisher’s website on the Internet at the link
4. Conflict Resolution Commission
To resolve issues and complaints related to possible violations of the principles of editorial ethics, a commission is created in the editorial office of each journal. The chairman and members of the commission are selected from among the members of the editorial board and the editorial board of the corresponding journal by voting members of the editorial board. The composition, work procedure of the commission and contacts of the person to whom complaints are sent are posted on the page of each journal on the Internet https://clinical-journal.ru The commission considers complaints from authors, readers, reviewers, editors and publishers.
